Alabama : Postsecondary Governance Structures A state student assistance program established in 1975 is administered by the Commission on Higher Education. At the direction of the U.S. Department of Education, the Commission has merged the Alabama student loan program with the Kentucky Higher Education Assistance Authority.

Connecticut : Postsecondary Governance Structures The Board of Governors for Higher Education serves as the state's student financial assistance agency. The Connecticut Student Loan Foundation, is the state guarantee agency for the Guaranteed Student Loan Program.

Florida : Postsecondary Governance Structures The Office of Student Financial Assistance administers student assistance programs under the State Department of Education.
Georgia : Postsecondary Governance Structures The Georgia Student Finance Commission serves as the state student aid agency. The Georgia Student Finance Authority functions as Georgia's higher education lender, making low interest Stafford and Plus guaranteed loans through Georgia colleges and universities.

Hawaii : Postsecondary Governance Structures The Board of Regents of the University of Hawaii serves as the student assistance agency for institutions of public postsecondary education. The Stafford Student Loan Program is administered by the United Student Aid Funds, Inc.

Idaho : Postsecondary Governance Structures The State Board of Education functions as the student assistance agency. The governor has named a private agency to serve as the state-guaranteed loan agency under the federally insured loan program.

Indiana : Postsecondary Governance Structures The State Student Assistance Commission of Indiana serves as the state student assistance agency.
Iowa : Postsecondary Governance Structures The Iowa College Student Aid Commission administers student aid programs.

Kansas : Postsecondary Governance Structures The Board of Regents serves as the state student assistance agency. Since the fall of 1977, a private foundation, the Higher Education Loan Program of Kansas, Inc., has served as a direct lender, secondary market and lender of last resort. Since 1991, United Student Aid Funds, Inc. has served as the designated loan guarantee agency.
Kentucky : Postsecondary Governance Structures The Kentucky Higher Education Assistance Authority (KHEAA) is the state agency responsible for providing student financial assistance and related services and is governed by a 9-member Board of Directors. KHEAA is the designated student loan guarantor in Kentucky and Alabama.
Louisiana : Postsecondary Governance Structures The Office of Student Financial Assistance serves as the state student assistance agency.
Maine : Postsecondary Governance Structures The Finance Authority of Maine serves as the state agency for student assistance, and Maine participates in the federal SSIG (State Student Incentive Grant) program.
Maryland : Postsecondary Governance Structures The State Scholarship Administration of the Higher Education Commission is the state agency responsible for administering student grant and scholarship programs.

Massachusetts : Postsecondary Governance Structures The Board of Higher Education administers the state-sponsored financial aid programs. The state has a state-guaranteed loan program under the federally insured loan program administered by the Massachusetts Higher Education Assistance Corporation.

Michigan : Postsecondary Governance Structures The Michigan Higher Education Assistance Authority, administratively attached to the State Board of Education, serves as the state student assistance agency.

Minnesota : Postsecondary Governance Structures The Higher Education Services Office serves as the state student assistance agency.
Mississippi : Postsecondary Governance Structures The Board of Trustees is the administrative and fiscal agency for the Mississippi Postsecondary Education Financial Assistance Board.

Missouri : Postsecondary Governance Structures The Department of Higher Education functions as the state's student financial assistance agency.
Montana : Postsecondary Governance Structures The office of the commissioner of higher education functions as the state student assistance agency. Montana also supports an annual entering class of 20 Montana students into the medical school program at the University of Washington.

New Jersey : Postsecondary Governance Structures The Higher Education Student Assistance Authority (HESAA) formerly known as the Office of Student Assistance (OSA) is the state student assistance agency. HESAA administers state scholarship and grant programs, a college savings program and a state supplementary loan program, and serves as the guarantor for the various federal guaranteed student loan programs.

North Dakota : Postsecondary Governance Structures The North Dakota Student Financial Assistance Program is the state student assistance agency. The Bank of North Dakota (a state-owned bank) operates a state guaranteed loan program.

Ohio : Postsecondary Governance Structures The Ohio Board of Regents administers student aid programs in Ohio.
Oklahoma : Postsecondary Governance Structures The State Regents for Higher Education function as the state student assistance agency. The regents also function as the state guaranty agency for the Oklahoma Guaranteed Student Loan Program, and they operate OneNet, the statewide telecommunication system.

Pennsylvania : Postsecondary Governance Structures The Pennsylvania Higher Education Assistance Agency (PHEAA) serves as the state's central agency for the administration of student financial aid programs.

Puerto Rico : Postsecondary Governance Structures The Council on Higher Education administers the state's postsecondary student financial assistance programs.
Rhode Island : Postsecondary Governance Structures Student assistance programs are administered by the Rhode Island Higher Education Assistance Authority and the Rhode Island Student Loan Authority.

South Carolina : Postsecondary Governance Structures The Commission on Higher Education administers scholarship and grant programs to provide financial assistance to students who wish to attend public or independent colleges or universities in the state.

The Higher Education Tuition Grants Commission, consisting of 8 representatives of private, nonprofit postsecondary institutions and the commissioner of higher education (or designee) serving as an ex-officio member by virtue of the office that he or she holds, administers a state-supported grant program for students at private institutions.

Members of the State Budget and Control Board function as the State Education Assistance Authority to administer funds made available for student loans through the sale of revenue bonds. The authority contracts with the South Carolina Student Loan Corporation, a state-chartered lending agency privately established for the purpose of administering the program.
South Dakota : Postsecondary Governance Structures The South Dakota Education Assistance Corporation administers the guaranteed student loan program.

Texas : Postsecondary Governance Structures The Texas Higher Education Coordinating Board administers state and federal student financial aid programs. The Texas Guaranteed Student Loan Corporation is the state guarantee agency for the federally insured loan program.
Utah : Postsecondary Governance Structures The State Board of Regents functions as the state student assistance agency (Utah Higher Education Assistance Authority).

Virginia : Postsecondary Governance Structures The Council of Higher Education and the Educational Credit Management Corporation serve as the state student assistance agency.
Washington : Postsecondary Governance Structures The Higher Education Coordinating Board serves as the state student assistance agency. A private, nonprofit corporation, the Northwest Education Loan Association, administers the federally guaranteed student loan program.
West Virginia : Postsecondary Governance Structures The West Virginia Higher Policy Commission administers student aid programs in the state.
Wisconsin : Postsecondary Governance Structures The Higher Educational Aid Board serves as the state student assistance agency.

Wyoming : Postsecondary Governance Structures The Wyoming Community College Commission administers the Leveraging Education Assistance Partnership (LEAP) grants, the only state financial aid program available in Wyoming.
