Technical/Vocational Diploma or Endorsement
Some states award specialized high school diplomas or endorsements to students who complete greater numbers of units or differentiated coursework in certain subject areas, complete a series of units in a technical field, attain certain scores on technical assessments, and/or obtain technical certification before the end of high school. This recognition of achievement can take the form of an endorsement, seal or stamp on a student's diploma or transcript, or a higher level diploma. Units are expressed as greater than or less than the standard diploma in the state.

Methodology: This information was collected from state statutes, rules and regulations, and will be updated as new policies and programs are enacted.

Students must complete the 3-year or 4-year unit requirements, obtain a "passing score on the college entry-level placement test or an equivalent test identified by the Department of Education with a score adequate to enroll in a public postsecondary educational program without the need for college preparatory or career preparatory instruction." The student must also complete a comprehensive career education program of study, as defined in statute.

Technical notes and citations (TD) To earn a career/technical endorsement, students must (1) meet the course requirements for the TOPS Opportunity Award or the TOPS Tech Award; (2) complete the career area of concentration; (3) pass the English language arts, math, science and social studies components of the GEE 21 at the Approaching Basic level or above; (4) complete at least 90 work hours of work-based learning experience (as defined in the DOE Diploma Endorsement Guidebook) OR senior project related to the student's area of concentration with 20 hours of related work-based learning and mentoring, plus complete either a state board-approved industry-based certification, or 3 college hours in a career/technical area that articulate to a postsecondary institution, either by actually obtaining the credits and/or being waived from having to take such hours; (5) earn a minimum 2.5 GPA; (6) achieve the minimum ACT Composite Score (or SAT equivalent) for the TOPS Opportunity Award or TOPS Tech Award.

Eff. Class of 2009, requirement (6) above changes. Students must earn one of the following: (a) a minimum ACT Composite Score of 20 (or SAT equivalent) or the state ACT average (whichever is higher); or (b) the Silver Level on the WorkKeys assessment. All other requirements remain the same.

Eff. Class of 2010, requirement (3) above changes. Students must pass all four components of the GEE with a score of basic or above OR one of the following combinations with the English language arts score at basic or above: (a) one approaching basic, one mastery or advanced, and basic or above in the remaining two; (b) two approaching basic, two mastery or above. All other requirements remain the same.

Massachusetts

Notes/Citation: As of June 2005, the certificate of occupational proficiency is under development, and the Class of 2010 is tentatively the first to be able to obtain the certificate. "The 'certificate of occupational proficiency' shall be awarded to students who successfully complete a comprehensive education and training program in a particular trade or professional skill area and shall reflect a determination that the recipient has demonstrated mastery of a core of skills, competencies and knowledge comparable to that possessed by students of equivalent age entering the particular trade or profession from the most educationally advanced education systems in the world. No student may receive said certificate of occupational proficiency without also having acquired a competency determination. Nothing in this chapter shall prohibit a student from beginning a program of vocational education before achieving a determination of competency. Such vocational education may begin at grade nine, ten or eleven. No provision of law shall prohibit concurrent pursuit of a competency determination and vocational learning. There shall be no cause of action for a parent, guardian or student who fails to obtain a competency determination, a certificate of mastery or a certificate of occupational proficiency."

Certificates may include but are not limited to the following areas: 1) College preparatory programs, 2) Completion of vocational programs, and 3) Advanced study in particular curricular areas."
